List what you want to bring — AI checks each item against USDA and CBP rules for YOUR origin country. Allowed, prohibited, or gray area — with the exact reason why. Check the list before you pack. Not at the border.

The Problem

You spent $80 on food souvenirs abroad — and half of them are about to be thrown in a bin at the US border while you watch.

😰

You bought a beautiful cured ham in Barcelona as a gift and the CBP agriculture inspector pulled it from your bag and confiscated it — because Spain is on the foot-and-mouth disease country list and meat from those countries is banned regardless of curing

Meat products from countries with foot-and-mouth disease (most of Europe, South America, Africa, and Asia) are prohibited from entering the US — fresh, cured, dried, or cooked. It doesn’t matter that the ham is vacuum-sealed, commercially produced, or clearly safe to eat. The USDA/APHIS ban is based on the disease status of the country, not the safety of the individual product. The same ham from Canada (foot-and-mouth-free) would be allowed. Country of origin is the deciding factor.

💸

You didn’t declare the fruit you had in your carry-on because you forgot about it — and the beagle at baggage claim sniffed it out, and now you’re getting a $300 civil penalty for failing to declare agricultural products

CBP uses detector dogs specifically trained to find food in luggage. The beagles at baggage claim aren’t drug dogs — they’re agriculture dogs, and they’re extremely effective. A forgotten apple, an orange from the hotel breakfast, or a bag of nuts from the airport can trigger an inspection. The penalty isn’t for having the food — it’s for NOT declaring it. If you declare and the item is prohibited, the inspector confiscates it and you move on: $0 penalty. If you don’t declare and they find it: $300+ for the first offense.

😵

You assumed ‘cheese is cheese’ and packed fresh mozzarella from Naples — but soft, high-moisture cheese from a foot-and-mouth country is prohibited while hard aged parmesan from the same country is perfectly legal

The cheese rules are counterintuitive: hard aged cheeses (parmesan, aged gouda, aged cheddar) are generally allowed from most countries because the aging process eliminates pathogens. Soft, fresh, and semi-soft cheeses (mozzarella, brie, ricotta, feta) from foot-and-mouth countries are prohibited because the moisture content can harbor the virus. Same country, same dairy farm, same trip — but the parmesan clears customs and the mozzarella gets confiscated. The toolkit checks each cheese individually.

🤷

You tried to look up the rules on the USDA website and found a 47-page PDF written in regulatory language that references ‘APHIS 7 CFR 319’ with country-specific annexes — and gave up after 10 minutes

The USDA food import rules are written for commercial importers, not tourists bringing a wheel of cheese home. The regulations reference disease classifications, trade agreements, and processing standards that require expert knowledge to decode. A tourist asking ‘can I bring this ham?’ shouldn’t need to consult federal code. The toolkit translates the regulations into plain English for YOUR specific items from YOUR specific country — ✅ yes, ❌ no, or ⚠️ depends on packaging.

Questions

Everything you need to know.

Can I bring cheese into the US?

It depends on the type and the country. Hard, aged cheeses (parmesan, aged gouda, aged cheddar) are generally allowed from most countries — the aging process reduces moisture below levels that support pathogens. Soft and semi-soft cheeses (brie, mozzarella, feta, ricotta) from foot-and-mouth disease countries are prohibited. Processed cheese (sealed, commercially packaged) is usually allowed regardless of country. The toolkit checks YOUR specific cheese from YOUR specific country.

Can I bring meat or cured ham?

From most countries: no. The US prohibits meat products (fresh, cured, dried, cooked, or canned) from countries with foot-and-mouth disease, which includes most of Europe, South America, Africa, and Asia. Exceptions exist for commercially canned and shelf-stable meat products from some countries, and for fully cooked poultry from certain approved origins. The ban isn’t about food safety — it’s about preventing animal disease introduction. Check your specific country and product.

What about fresh fruit?

Fresh fruits and vegetables are heavily restricted. Many tropical and subtropical fruits are prohibited from specific countries due to fruit fly and other pest concerns. Some fruits are allowed from some countries but not others — it depends on bilateral agreements and pest surveys. The safest approach: assume fresh produce is prohibited unless verified. Dried, canned, and commercially processed fruits are generally allowed. The toolkit checks each specific fruit from your specific origin country.

What happens if I forget to declare food?

If CBP discovers undeclared food (often via agriculture detector dogs at baggage claim): first offense is typically a $300 civil penalty. Repeat offenses can reach $500+. The food is confiscated regardless. If you DECLARE the food and it’s prohibited, the inspector confiscates it but issues NO fine — you were honest. This is why the toolkit emphasizes: always declare, even if you think the item is allowed. Declaration protects you. Silence costs money.

Can I bring spices, chocolate, and packaged snacks?

Generally yes. Commercially packaged, sealed, shelf-stable products like chocolate, candy, cookies, spices, tea, coffee, olive oil, and dry pasta are allowed from virtually all countries. The key: commercially packaged and sealed. Homemade or loosely wrapped versions of the same products may trigger inspection or confusion. Spices in original retail packaging clear easily. Unlabeled bags of powder will get questioned. When in doubt: buy commercially packaged, keep the original label, and declare.
