What is the 3-1-1 liquid rule exactly?

TSA’s liquid rule for carry-on: 3.4 ounces (100ml) maximum per container, 1 quart-sized clear resealable bag total, 1 bag per passenger. ALL liquids, gels, aerosols must fit in this single bag. The containers must be 3.4oz or smaller — a half-full 16oz container is NOT allowed (size of container matters, not amount of liquid). Bag must be transparent (plastic clear, not tinted). Must be removed from carry-on at security and placed separately in bin. What counts as ‘liquid’ per TSA: anything that flows, spreads, or can be poured. This includes: shampoo, conditioner, toothpaste, sunscreen, perfume, mouthwash, hair gel, deodorant (gel/liquid — stick deodorant is fine), lotions, creams, oils, sprays. Can I really not bring peanut butter in my carry-on?

Correct — any jar of peanut butter over 3.4oz must go in checked bag. TSA’s classification: peanut butter is a ‘liquid/gel/aerosol’ under the 3-1-1 rule. Standard grocery store peanut butter jars are 16oz — well over the 3.4oz limit. Confiscated by TSA every day in large quantities. Why can’t I pack lithium batteries in checked baggage?

Lithium-ion batteries can catch fire — a serious risk in the cargo hold where crew can’t respond to it. Aircraft cargo fires have been caused by lithium batteries, triggering strict rules: ALL lithium batteries (in devices or spare) must be in CARRY-ON where crew can respond if something goes wrong. This applies to: laptops, phones, tablets, cameras, smartwatches, power banks, portable chargers, spare batteries for any device. WATT-HOUR LIMITS: Under 100Wh = OK in carry-on (covers most consumer devices). 100-160Wh = requires airline approval, max 2 spare batteries per passenger (larger camera batteries, some power banks). Over 160Wh = PROHIBITED from passenger aircraft entirely. Commercial drones with large batteries often fall in this prohibited range. SPARE BATTERIES: must be individually protected against short-circuiting — either in original packaging, or in plastic bag, or with terminals taped. Not loose in a bag where they can touch metal. If airline finds lithium battery in your checked bag: they’ll pull it, try to locate you, sometimes issue warnings. Multiple violations can affect future flying. Always carry laptops, phones, power banks, camera batteries in your carry-on.

What about CBD oil or cannabis products?

Complicated legal landscape. CBD (hemp-derived, under 0.3% THC): federally legal since 2018 Farm Bill. TSA officially permits CBD products in compliance with federal law. Liquid CBD still follows 3-1-1 rule — under 3.4oz for carry-on. CBD edibles, gummies, capsules: generally fine. Documentation (lab reports showing THC level) helpful if questioned but not required. MARIJUANA / CANNABIS (over 0.3% THC): federally illegal regardless of state laws. Even from California, Colorado, Oregon, Washington where recreational is legal — federal law applies at airports and during flights. TSA officers aren’t specifically looking for marijuana (TSA’s mission is security, not drug enforcement), and marijuana is frequently waved through without comment.
